Two features of this structure are worth naming. First, the lower tiers are usually automatic and the upper ones are usually invitation-based, which means the published ladder describes only part of the programme. An important caveat about raised limits. Higher deposit and withdrawal ceilings come with heavier source-of-funds obligations under anti-money-laundering rules, so a VIP account is typically asked for more documentation, not less. Expected loss is a long-run average derived from RTP. Your actual result over a single week will differ, sometimes dramatically, and cashback is calculated on what you actually lost rather than on the expectation.
